Yellow colour mandatory for school vehicles
ITANAGAR, Aug 4: The Director of Elementary Education has directed all the schools and vehicle owners to comply with the Supreme Court order to use yellow color in vehicles transporting school children and display the phone number of Principal of the School and requested them to implement the order in toto.
The directive stated that despite issue of the order, it is observed that many of the schools and vehicle owners are not complying with the order thus inviting contempt of court.

AAPBSU seeks doctors for JE affected border areas
ITANAGAR, Aug 4: All Arunachal Pradesh Border Students’ Union (AAPBSU) strongly urged the State Government to deploy sufficient doctors with medicines at all sensitive and interior boundary areas of Arunachal Pradesh for timely and proper treatment of patients suffering from Japanese Encephalitis (JE).
Japanese Encephalitis is spreading at an alarming rate in entire Arunachal Pradesh, especially interior villages bordering Assam thereby posing a serious threat to public health, AAPBSU said in a release. The students’ union further appealed to the government to distribute JE medicine or medicines required for treatment of the disease free of cost.
Police hopeful of breakthrough in Vijaya Bank robbery case
ITANAGAR, Aug 4: No arrest has been made as yet in connection with recent Vijaya Bank robbery case inside the Rajiv Gandhi University campus, Rono Hills, informed Doimukh Police source today.
A group of three to four masked men had looted an amount of Rs 42,15,980 at gun point from Vijaya Bank inside the Rajiv Gandhi University campus, Rono Hills on August 2. The looters also shot cashier Joydeep Chatterjee.
Police source, however, today claimed that some clues were found and it could not take much time to achieve a breakthrough and arrest the robbers. The police enforced nakabandi in all important points and extensive search operation is still on to nab the robbers, source said. A case No 33/14 U/S 448/307/326/394/34 IPC r/w section 25 B/27 Arms Act has been registered with Doimukh police station in this connection.
Police had earlier recovered two motorcycle used by robbers from RGU premise.
NSS training begins
ITANAGAR, Aug 4: The State Level Training on 72nd Round National Sample Survey (NSS) organized by the Department of Economics & Statistics to collect data on domestic tourism expenditure, expenditure on services and durable goods and household consumer expenditure commenced in the Conference Hall of the Directorate here today.
While inaugurating the training, Secretary, Economics and Statistics Sonam Chombay urged the participants to take utmost care in clarifying and understanding the basic concepts and procedures as they are expected to collect the data from the field through house to house visit. He urged the department to produce correct and reliable data to maintain the pride of the department as it is the core department which provides data to the state for planning and decision making. The Secretary also emphasized the importance of tourism sector in the state as a part of the survey.
Director, Economic and Statistics Koj Tajang asked all officers and field officials, especially from districts to take full advantage of the training so as to complete the 72nd round within the stipulated time.
All together 65 officers and officials from the districts and NSS staff of the directorate are attending the three days workshop, according to an official release.

AAPSREMEWA reiterates demand
ITANAGAR, Aug 4: The All Arunachal Pradesh Seba Real Estate Marketing Executive Welfare Association (AAPSREMEWA) has expressed disappointment over the state government alleging that it is showing no response to the 17 crore Seba scam.
The Association had appealed to the state government to intervene into the matter and sought arrest of SEBA Real Estate Ltd Managing Director Siddhartha Nag, Regional Marketing Manager of SEBA Management Board and Executive Officer of SEBA Real Estate.
In the letter addressed to the home minister, it sought that the case be handed over to SIT or CBI for thorough and detailed enquiry, cancellation of all ongoing projects by the company in the stat and seizure of all movable and immovable properties of the accused and selling it off for the benefit of the investors.
The association further decided to launch democratic movement if the state govt fails to fulfill the demands.

SMC members’ sensitization training held

AKKDSU holds coordination meeting with district education department
ITANAGAR, Aug 4: The All Kurung Kumey District Students’ Union (AKKDSU) along with the four branch students unions held a coordination meeting with Kurung Kumey district education department on July 26 at DC’s conference hall, Koloriang.
The meeting was attended by good numbers of officials from education department.
DDSE Tai Tach highlighted the various problems faced by the department, in implementing programmes and policies of the department.
Talking of various lacunas in education sector of the district, AKKDSU appealed DDSE to immediately deal with all the requirements.

Ziro District Hospital facing myriads of problem

ZIRO, Aug 4: The District Hospital Ziro -
The blood bank of the district hospital is also not functioning properly since its inception due to irregular power supply. Blood bank needs continuous and uninterrupted power supply to store blood and certain blood components at required temperature.
Dr. Joram Khopey, Pathologist, blood bank officer, told this reporter that the hospital is facing serious problem to run the blood bank due to shortage of blood bank equipments like blood storage, donors’ couch and blood donation room. People come out to donate blood voluntarily but we can not avail it due to storage problem and irregular power supply, he lamented.
He said, the Chief Secretary of the state during his recent visit to Ziro has assured the hospital authority to provide a solar based inverter. We can revive this blood bank if it is provided. Since there is no dearth of voluntary blood donors we can make blood available for emergency cases like delivery, he said.
On being asked whether the people know about the existence of blood bank in the hospital, Dr. Khopey said that majority of the people do not know about it since it is a new one. He maintained that a hospital is incomplete without a blood bank.
He further informed that he had taken up some initiative to make some changes in the status of the blood bank after he took over the charge as blood bank officer in November 2013. We conducted awareness campaign highlighting the importance blood donation among college students, officers and general public. We have received overwhelming response from them. But we could not collect blood from all of them mainly due to storage problem. We, however, collected their contact numbers to call them for donating blood when there will be requirement. If this blood bank is made fully functional with uninterrupted power supply, it will cater to the need of patients from Lower Subansiri, Upper Subansiri and Kurung Kumey districts, he said.
ANSU gives PWD minister 10 days to take action
ITANAGAR, Aug 4: All Nyishi Students’ Union (ANSU) has served ten days ultimatum to Public Work Department (PWD) Minister to take appropriate action against those officials allegedly involved in misappropriation of fund meant for construction of ST Girls’ hostel under Palin circle of Kurung Kumey district.

against the corrupt officers and officials despite repeated pleas and submission
of memorandum, representation etc. to them by the union, ANSU in a release threatened
to launch second phase of democratic movement in form 24-
“We are left with no other options but to serve this ultimatum for the government has not initiated any action against the corrupt officers and officials as demanded by us,” ANSU said in the release.
“We have already submitted memorandum and representation to Chief Secretary and Public Work Department to take against officers involved in the misappropriation of fund but still no action has been initiated by both the Chief Secretary and PWD minister,” the release said.
While giving the union’s movement against the alleged corruption since April 25, 2014 till June 30 in a chronological manner, ANSU exclaimed: “We failed to understand that as to why the state government is shielding the corrupt officers, who misused the central fund meant for welfare of ST students of Arunachal Pradesh.”

ITANAGAR, Aug 4: A group of around 15 students of the ITI Roing particularly from Nyishi community along with the staff of the Heritage Academy, Meka (Roing) had restored the water supply to Gamgu, Rayang, Meka & Pilek villages of Lower Dibang Valley district yesterday.
The team was led by Adi Culture & Literary Society, Lower Dibang Valley District Chairman Kirpa Pertin.
These water supply systems have been disrupted due to torrential rain since three days affecting around 2800 citizens.
The volunteers repaired the pipeline and cleared the sedimentation tanks which were choked and filled with soil upto 25 feet.

‘Encephalitis claims 700 lives this year’
NEW DELHI, Aug 4: Around 700 people have lost their lives due to encephalitis that has hit four states, including Assam and West Bengal, the government said in Lok Sabha today, as members demanded that the disease be termed as an epidemic.
The disease has claimed 208 lives in West Bengal, 197 in Assam, 159 in Bihar and 123 in Uttar Pradesh so far this year, Health Minister Harsh Vardhan said replying to a calling attention motion.
"In recent months, upsurge in cases of encephalitis has been reported from Eastern Uttar Pradesh, Bihar, West Bengal and Assam," he said, adding he had written to West Bengal Chief Minister Mamata Banerjee offering all assistance.
In the last few years, even adults were being affected by encephalitis, which was usually seen in children below the age of 15 years, Vardhan said. The cases of Acute Encephalitis Syndrome (AEC) reported from UP, Bihar, West Bengal and Assam stood at 501, 857, 1183 and 1,217 respectively, he said.
The calling attention motion, moved by BJP member Yogi Adityanath, was later converted into a short duration discussion by Speaker Sumitra Mahajan. Vardhan said his Ministry was closely monitoring the situation in the affected states and added, "We are available 24X7 for any assistance."

Initiating the discussion, Adityanath said over the years, encephalitis virus has changed its nature and hence there was a need for proper vaccination and it should be declared an "epidemic".

High expectation from new health minister
Health & Family Welfare Minister Kalikho Pul recently visited Itafort government dispensary and himself found expired medicines and sterile water for injections IP with expired date. The incident has proved right the allegation that expired medicines are very often supplied by the health department. Minister also found that there was not a single drop of water while the wash basin had no water connection in the entire dispensary having 11 doctors, including four dentists.
Health minister deserves round of applause for conducting such unannounced visit to govt. run dispensaries. Such visit for sure will improve attendance of staffs leading to development of good work culture. However, he should not end here and conduct more such visit especially in interior districts. Most of the doctors and nurses posted in interior areas are often alleged to be spending more time in district headquarters than at actual place of posting. No one cares about quality of medicines supplied there. Pul has taken first step towards streamlining the health department by making unannounced visits to govt run dispensaries. People have high expectation from him.

Roads need maintenance

Through the column of your esteemed daily, I would like to place my grievances to
the concerned authority of GREF/BRTF that the condition of road from Kimin to Potin
which is the main route/life line of three districts i.e. Lower Subansiri, Kurung
Kumey, Upper Subansiri of our state is in pathetic condition since decades. No main-
On 28th July, an incident occurred at 22 KM where all the family members of Lichi village lost their lives after being washed away in flood due to lack of bridge.
After this the GREF authority assured that highway road is going to be sanctioned soon and the road condition will be improved and the said bridge will be constructed. When contacted the GREF authority informed us that various measures has been initiated with the state government to compensate the affected land owner, but till date it is being delayed and every time fabricated assurance is given that maintenance of road will be carried out.
Further, I am unable to understand how the GREF authority carried out the construction in patches without compensating the land owner.
Therefore in this regard, I would like to appeal to the concerned authority to either start the construction of the highway at the earliest or else if the fund for construction of highway has not been sanctioned yet kindly start the maintenance work for the betterment of the concerned area and three affected districts in particular and the state as a whole.

Fascinating facts of modern schools
Dear Editor,
Through the columns of your esteemed daily, I would like to share my view regarding mismanagement of funds in the name of schools particularly in Kurung Kumey District.
Under certain schemes, many schools have come up almost in every village which is indeed a good step taken up by the education department to boost education system and to nurture the future generation. As a result, almost every village small or big has got a school in their neighbourhood. But the question arises whether all these schools are necessary?
In fact, I have seen in different parts of the District where schools are in pitiable conditions. Many are lying defunct where stray animals come to study instead of the students. In many schools the numbers of teachers are more than that of students with a ratio of 2:1 where two teachers could possibly teach a single student comfortably.
There are some villages with only 5-
Teachers who come from different parts of the state find many difficulties to find accommodation due to lack of quarters. Why can’t those funds be rightfully used to make quarters available for them so that they could concentrate on their duties?
Gone are the days when we learnt that School is the Temple of Learning where wisdom and knowledge is imparted by the teachers to the students. But nowadays, it has changed into Temple of Earning for some individuals. Can this improve the education system of our society? Can this system nurture our future generation for a brighter Arunachal? The answer is a simple No because there isn’t any hope with such a corrupted system. Only the children of haves would be possibly getting quality education in private schools while getting the same would always remain a mere dream for the children of have nots.
Therefore, it is a humble request to the concerned Department, Authority, Student Leaders to look into the matter and ensure that no such wastage of public funds occur in near future so that our poor brothers and sisters wouldn’t be deprived of quality education and they may become the hope for better tomorrow.

On several occasions, local publics, students’ unions such as HHSU, GSU, AGSU have been demanding such facilities at Kamba. But, still today, there is no fire station at Kamba, which is a matter of great concern for the people of the area.
It is not the first time. Earlier also, the medical complex was gutted down completely by fire, a year back.
Unless a fire service station is established, people of the area may continue to suffer due to such fire incident, as such incidents are in evitable.
However, people should take precautions for such incidents in future.

Last Parliamentary and Assembly election was boycotted in Sissen for road connectivity in Nugong region and as per Tapang Taloh education Minister he did enough development in Nugong.
If we suppose his press statement as true then a probing mind will ask where did the assets disappeared? Nugong Bridge will be derision to the people of Nugong area. Strictly speaking Sissen election boycott was a Pokran test to herald the real one in future.
The editorial part of the local dailies contains volumes of what HCM Nabam Tuki had included in the budget, a responsible editorial will publish praises of that is performed right instead of what is planned.
Tuki Govt must present budgets to reckon the unfinished and unscathed task. The series of budgets specially the preparatory ones will be swallowed up by so many forums, SU(s), and so on.
Finally, if Nugong Banggo road don’t start and finish in an immediate tenure, the eight villages of Nugong viz Riew, Beging, Rasing, Komsing(Old), Komsing(New), Jorsing, Pangi and Sissen will boycott election forever. As an example these villages will have a black day on 15 August and 26 January.
